Can 2+ RBI and 3+ RBI be added as a play? Not just in prop builder as it is not worth it to bet on those straights. I should be able to parlay 2 or 3+ RBIs together.

That game is available inside prop builder. Can you sign out of your account, clear your cache and cookies and try using incognito window.
